Abstract

This is an edited version of the keynote address to the Government Law – Year in Review conference, New Zealand Centre for Public Law, Victoria University of Wellington (February 2020). This address explains and critiques the UK Supreme Court's ruling in R (Miller) v Prime Minister [2019] UKSC 41, [2020] AC 373 that the prorogation of Parliament in September 2019 was unlawful – and assesses its implications for New Zealand.
