Abstract

Recent work shows that international organizations (IOs) affect public attitudes toward the use of force, but this work has two important limitations. One is that previous work focuses narrowly on attitudes in developed democracies, and scholars have not yet examined whether findings generalize to the developing world and to non-democracies. A second limitation is that scholars have not yet resolved the origins of IOs' e ffects - why publics respond to signals from IOs. In this paper, we contribute to these questions with a survey experiment conducted in four countries: Brazil, China, Japan, and Sweden. We show that respondents in each of these countries respond to IO cues and that their sensitivity to IO cues is driven by individuals' beliefs in cooperative and militant internationalism and isolationism.
