Ideas:
“  There is a perception that women and certain minorities underutilize the patent system. To combat this perception the United States Patent and Trademark Office (“USPTO”) has several initiatives and programs designed to assist underrepresented inventors. However, access to the patent system means more than just offering an inventor assistance with what information to submit in their patent application. True access involves removing obstacles to the inventing and patenting cultures that have historically been closed to underrepresented inventors. My latest paper explains these historical barriers and suggests further initiatives that the USPTO may implement to improve access to the patent system.  ”
