Aid allocation between countries differing in terms of both poverty and governance quality, Aid shares are not an appropriate guide to decide about aid allocation between heterogeneous countries, Monitoring costs must be taken explicitly into account when deciding aid allocation between heterogeneous countries, Monitoring intensity must be made specific to the poverty and governance characteristics of each beneficiary country, Poverty aversion of the donor agency plays a critical role in the way it allocates aid and chooses country-specific monitoring intensities.
