Baburam Bhul earned a PhD in Development Management and Governance from Nepal Open University, with a primary focus on public policy, public administration, representative bureaucracy, federalism, emotional inclusion, DEIB, social inclusion, and governance in Nepal. He was previously associated with Tribhuvan University. He has authored numerous research papers on reservation policies, inclusive civil services, and public administration reforms. He is currently serving at the Office of the Auditor General, Kathmandu, and has been in government service in Nepal since 2012. His work frequently examines the impacts of Nepal’s policies on marginalized communities, analyzing how these policies contribute to broader efforts toward social justice and equity. His insights have informed discussions on governance systems and inclusivity in Nepal.
