Abstract

Defined as the percent of the population of non-business-owning adults who start a business each month, the Kauffman Index of Entrepreneurial Activity was introduced in 2005. This measure of the business creation rate at the individual owner level captures all new businesses. It includes both businesses with employees and those without, businesses that are incorporated and those that are not, and all industries, from construction to high-tech.
