Parking: Unwanted Insights from Economics

Abstract
How to fix the parking problem at the University of Leeds is the subject of a heated debate fought for many years (and possibly for many years to come). This short note offers economic insights into this problem as well as suggestions for its solution. At the heart of this approach are (a) a market mechanism and (b) the distribution of the accrued profit to all members of staff. In line with the university's green policy, avoiding usage of cars is rewarded.
