Abstract
This paper provides a survey of approaches to sanctions and enforcement in OECD jurisdictions. On the basis of this survey a classification into five models of enforcement policy is provided. The systems of Australia, Belgium, The Netherlands and the United Kingdom are investigated in more detail. Some careful policy conclusions are drawn concerning particular aspects of enforcement practice, such as monitoring, post-detection discretion, administrative/civil/criminal proceedings and sanctions, and enforcement by consumers.
