Abstract

It is shown that the traditional concept “State Capture” does not explain certain observed situations within states protective of the rule of law in process of formation or consolidation. The concept “Co-opted State Reconfiguration” is proposed as a mean for explaining those situations.

Keywords: state capture, systemic corruption, illegal actors, narco-traffic
