Abstract

This paper develops an argument about state capacity and the impact of state capacity on the ability of the state to negotiate effectively with market actors and to restore market confidence. It uses illustrative examples from the Korean and Argentina experiences in the 1990s as plausibility probes to demonstrate the viability of this argument. It then concludes with implications of this argument for economic policy and international relations theory.
