Abstract
This article reviews Kevin Chamberlain’s War and Cultural Heritage: An Analysis of the 1954 Convention for the Protection of Cultural Property in the Event of Armed Conflict and Its Two Protocols, concluding that the work serves as an excellent introduction to the 1954 Convention and its Protocols, particularly in its treatment of the Convention’s drafting history and interaction with other international agreements. The article supplements Chamberlain’s work, recounting the historical development of customary international law in the cultural heritage field from the eighteenth century to the recent U.S. ratification of the Convention itself, including an analysis of the debate as to the role of the Convention as modern customary international law.
