The Uniformed Services Employment and Reemployment Rights Act (USERRA) assures veterans and reservist that they cannot be denied employment benefits because of their military service. Numerous practical problems are not addressed by the legislation, and prompt guidance is needed to clarify, for both employers and veterans, how the new rules will be interpreted. Some suggestions follow.
