Abstract

This study examines variations in the levels of e-business activity observed in different countries. Following a discussion of global e-business and the digital dividethat separates countries with domestic access to information technologies from those without, four "e-readiness" indicators are presented. These include basic English language skills, institutional environment, information and communication technology (ICT) infrastructure, and logistics infrastructure and fulfillment capabilities. The data used to identify the determinants of e-business activity at the national level are then presented. The data sample comprises 78 countries, 52 of which are emerging markets and 26 of which are developed countries. Analysis of the data suggests that the number of e-business Internet sites in a given country is indeed driven by the country's ICT infrastructure, logistics/fulfillment infrastructure, and human capital. Results also indicate that regional differences exist.While Asia is an e-business leader among emerging markets, Eastern Europe is falling behind. Another important driver of e-business activity is entrepreneurship rates. Taken together, the findings suggest that the global digital divide remains in place and support a broad view of e-readiness. (SAA)
