Abstract

While policymaking processes have a strong impact on policy outcomes, policy outcomes and policy reforms can have a significant impact on the PMP. Thus there are important feedback effects between the PMP and policy outcomes. This document studies the impact of fiscal reforms on the policymaking process, particularly, decentralization and budgetary reforms in Latin America.
