Abstract

Discusses the extent to which the Fair Trade City program in the UK in which municipal governments commit to purchase fair trade marked goods to the exclusion of other products may violate the WTO's Agreement on Subsidies and Countervailing Measures by according advantage to foreign suppliers over local ones. Assesses how WTO exceptions for developing countries may be applicable to fair trade policies.
