Abstract
This short article explores a number less well-known aspects of the principle of transparency in so far as it emerges in the relationship between public authorities and individuals . The debate about transparency was, until know, strongly focused on transparency in the sense of openness of government and access to EU documents. The phenomenon is, however, much broader, cutting across various fields and levels of EU. Are we facing a process of a new legal principle coming into being?
