Abstract

Few ideas have been pursued as long and as doggedly – or opposed quite as ferociously – as national health care. In this paper, I use the quest for NHI to reflect on just how ideas matter within the great grind of institutions, interests, and political time. The four ideas: social insurance, lockean liberalism (or dread of government), neo progressive technique, and market competition.
