Abstract

This short note examines the 2010 decision by a panel constituted under Chapter 19 of the North American Free Trade Agreement in ‘Stainless Steel Sheet and Strip In Coils From Mexico: Final Results of 2004/2005 Antidumping Review’. The case concerns the application of the so-called ‘zeroing’ methodology by the United States Department of Commerce. The note explores the relationship between the Panel decision and corresponding decisions in the World Trade Organization (WTO) concerning zeroing.
