Abstract

This draft paper for an edited collection seeks to survey some of the most prominent justifications of an international right to provide assistance to populations in need since the end of the Cold War. Going through 6 different foundations for such a right, it finds all wanting in some respects and concludes with a few thoughts on how the debate might warrant a reformulation.
