Abstract

The background note of the Ateliers ask us to consider: “Are the goals and principles of the White Paper still valuable and sufficient?” I believe this question is somewhat misconceived: Several of the goals and principles of the White Paper were deeply problematic. These qualms notwithstanding, several recent changes in the EU should reduce our concerns, and increase our hopes for a more legitimate and democratic Union – in particular, the increased opportunities for human rights protection and democratic accountability.
