Abstract
Is the U.S. Army is an entrepreneurial organization? Are the most innovative officers recognized, promoted, and retained by the Army personnel system? Despite its capacity to attract and train superior leaders, the Army has been bleeding talent for decades. This paper reports the results of a survey of 250 West Point graduates which reveals the personnel problems are widespread. Over 90 percent of respondents believe the U.S. Army fails to retain half or more of its best officers, and a majority believes this harms national security and creates a less competent general officer corps.
