Abstract

Although cybercrime is widely acknowledged as a phenomenon which requires global strategy for effective combat, issues such as legitimacy of international agreements and procedural balance between security and privacy concerns have delayed the pace of getting to globally concerted action. This article raises discussion on a possible approach combining legal rules and Information Security technical standards, towards helping fill in the blanks of cybercrime legislation.
