Evaluating the Critical Factor for the Realization of Vision 20-2020 and the 7-Point Agenda of the Yar-Adua's Administration in Nigeria

Abstract
A pragmatic review of Nigeria's development experience over the years clearly shows that in spite of its possession of abundant human and material resources, its economic performance has been noticeably poor. This has called for the critical evaluation of the key factor (good governance) for the realisation of vision 20-2020 and the 7-Point Agenda of the Yar 'adua 's Administration in Nigeria. To achieve this, the paper reviewed volumes of related materials on the subject matter of which it was discovered that the phenomena that have retarded and crippled past developmental efforts and initiatives in Nigeria could all be ascribed largely to poor governance. The country’s critical governance challenges lie in poor service delivery, lack of faith in the integrity of civil servants/public office holders and the political and bureaucratic processes, lack of proper policy articulation, ineffective complaints mechanism, outright corruption and poor corruption reporting mechanisms. Therefore, the paper recommends that Nigerian government should have a crop of highly skilled administrators, technicians, engineers, managers, accountants, doctors and so on that are skilful and have the basic values, attitudes and ethical standards of behaviour to guarantee attainment of the goals of Vision 20-2020 and the Seven- Point Agenda.
