The document also includes a background paper prepared by the OECD secretariat discussing the economics of broadcasting, approaches to regulation of broadcasting and highlighting the features of the industry which give rise to competition concerns. The document includes a summary of the oral discussion at the roundtable and a nine-page executive summary setting out the key ideas to emerge.
