Abstract

This monograph is the final report of the executive decision-making skills project. The purpose of the project was to teach senior managers the skills of policy implementation. Thus, it concerns the making of executive decisions when bound by rules. The paper considers the criteria used by the Courts, the Ombudsman, and others when addressing the quality of decision.
