This chapter (in Spanish) draws attention on some of the main challenges of developing an independent and impartial international service, emphasizing the background of the idea in the 1920s. It suggests that threats to the international civil service derive not only from the shortcomings of civil servants or state meddling, but also occasionally from lack of energy of international organizations themselves in defending the exclusively international character of the international civil service.
