Abstract

This essay, prepared as an intervention at the Rencontre inter-réseaux (franco-américain, franco-brésilien et franco-chinois)/Inter-Network Symposium (French-American, French-Brazilian, and French-Chinese) on the Internationalization of Law, held in Paris, April 10-12, 2012, is presented first in French and then in English translation. It explores the concept of "responsibility" as it relates not only to nation-states, but also to actors more recently recognized in the sphere of international law; specifically, victims and others in civil society. The precise focus is on this evolving meaning of "responsibility" as it relates to the operation of the International Criminal Court.
