Abstract

Since the scheme of sustainable development proposed by J. Hawkes the nexus between culture / social inclusion has been evident. In his publication he describes the concept of culture as the fourth pillar of sustainability together with the economy, the ecological and the social one. From this point, the document aims to show the relationship between these two fields through their common elements, and make clear the necessary interaction in terms of cultural policies. However the relationship between these two areas takes more strength if we look them from the local level because of the proximity with the citizens, which allows a more direct action.

Keywords: social inclusion. exclusion, culture, sustainability, agenda 21
