Abstract

The main purpose of this work is to reflect upon the complex fabric of relations woven between the local state, citizenship and democratic legitimacy. Hence, it takes the mechanisms of participatory democracy in Morón, a municipality in the great Buenos Aires, during the government of Martin Sabatella (1999-2009) into account. The questions raised are: what are the main characteristics of these mechanisms? What kinds of participation do they promote? What assumptions are implied by these forms? In what sense and by what means are citizens involved and empowered? What is the relationship between these participatory practices and the traditional the clientele based framework?
