Abstract

The role of the Court of Justice in foreign policy qua Global Governance is both a legal and political question which has attracted little interest from scholars of political science and international relations studying the Court of Justice, less still lawyers. The Court is regarded as having little influence on EU foreign policy generally, even by those less hostile to this viewpoint, and, at the very least, as having expended little time construing or analysing substantive EU foreign policy.
