Re-Evaluating FCC Policies Concerning the Lifeline and Link-Up Programs

Abstract
In this article, we examine the evolution of policy objectives for Lifeline and Link-Up that were first developed by the FCC, then outlined in the federal Telecommunications Act of 1996 and subsequently reaffirmed in the FCC’s 1997 Universal Service report and order and the FCC’s subsequent decisions that have shaped state strategies for meeting those objectives. We also analyze whether the mechanism for funding Lifeline and Link-Up is appropriate given rapidly changing technologies and services. Finally, we examine whether there might be better ways to implement Lifeline and Link-Up. To that end, we apply findings from recent research conducted for the Public Utility Research Center (PURC), the University of Florida, which were subsequently distilled in a report. We also apply complementary findings from research conducted by Mark Burton and John W. Mayo.
