This is a submission on the Draft Report on Trans-Tasman Roaming issued by the Australian Department of Broadband, Communications and the Digital Economy and the New Zealand of Business, Innovation & Employment in August 2012. The submission addresses the implications of the World Trade Organization (WTO) for entering a bilateral agreement to impose wholesale price caps on roaming charges.
