Abstract

Article V (Officers and Civil Departments) of the New York Constitution has six sections. Four of those sections would be discarded.

One remaining section would be split in two. The other remaining section would be retained. Thereby, there would be three sections:

Section 1 would prescribe an elected comptroller.

Section 2 would prescribe an elected attorney-general.

Section 3 would continue the contractual nature of public pension or retirement systems.

Present article V has about 900 words. Revised article V would have about 235 words.
