Abstract
This article is the first in a series that looks at FOIA and how it affects government contractors. The focus in this article is on disclosure of confidential commercial or financial information pursuant to a FOIA request by a competitor. In recent cases this exemption is referred to as “Exemption 4” or “substantial competitive harm” exemption.
