Abstract

This article reviews the operation of the Principal Officials Accountability System (POAS) in the Hong Kong Special Administrative Region (HKSAR). The POAS finally drew a line under the British Hong Kong system of, effectively, using senior Civil Servants as Politicians. The POAS is, in certain respects, a positive development for the HKSAR. But its implementation has been flawed.
