After Soeharto era, the bureaucracy reform in Indonesia was accelerated by the pressure of the society. The revitalization of policy system, manpower planning and also anti-corruption euphoria, were become spirit to create clean and good governance. To achieve bureaucracy reform especially in civil servant management is to measure its performance. This preliminary study conducted in the Government Procurement Regulatory Body (LKPP), using qualitative method through in-depth interview and focus group discussion, also literature review. The result of the study present that there are some challenges in measuring performance in the institution. The lack of knowledge in making performance planning, the absence of reward-punishment system are some pre condition that believe as an obstacles to measure the institution performance.
