Abstract

The paper presents a general framework for evaluating the often nebulous and questionable claims of forensic experts, and discusses strategies and techniques that can be used to evaluate any type of forensic identification evidence. It presents four phases of required forensic process (in contrast to the three used for decades by many forensic practices), and discusses some of the flaws of current proficiency testing.
