Abstract

This Article summarizes comments given at a conference in which Professor Gottlieb offered a brief history of constitutional structure that led up to the Senate, for only the second time in its history, sat in judgment over whether to remove from office a president twice elected by the people. This article analyzes the significance of two institutions not clearly the creature of any of the three branches of government: the Independent Counsel and the press.
