Russian democracy is best understood within the context of Russian civilization, by which I mean within the dominant cultural, religious, and social expectations of that society, and the political and educational institutions that have arisen over time to sustain them. Over the course of centuries some very clear notions of what constitutes good political behavior and proper democracy have arisen in Russian political culture. Specifically, a government devoted to economic reform and social renewal, alongside an influential church devoted to social and spiritual renewal, may provide liberal democracies a way to addresses the spiritual malaise that so often accompanies modernization. If institutionalized religion can serve as Russia’s bridge toward a more meaningful modernity, it would bode well for the country’s future democratic evolution.
