Abstract

This article, provoked by the Supreme Court’s decision in Breard v. Greene, 523 U.S. 371 (1998), addresses constitutional questions related to but not addressed in that holding, and considers as well other aspects of the debate over the relationship between international tribunals and the courts of the United States.
