Abstract

On August 21, 1979, the Public Service Commission in the state of New York, took what may well be a landmark decision in the water rates field. It ordered the Spring Valley Water Company to: "perform a marginal cost study and to propose an alternative rate structure incorporating, in some feasible fashion, the results of the study in its pending rate case."

To comply with this order, Professor Steve H. Hanke, performed the following study. The issues associated with computing marginal costs and developing marginal cost water rates are discussed.
