The wording of the TEU on Common Foreign and Security Policy refers to bi- or multipolarity in international society and the reaction of the EU toward that.
The EU has been characterized as multi-speed or two-speed entity referring to variable geometry in Europe as multipolar or bi-polar. What do those concepts mean?
The presentation aims at defining the concepts of ideology, social networks, security, and two-speed World, thereafter at contextualizing those concepts for Europe.
After having demonstrated awareness of different ideologies and actors who influence political and legal processes, in the end, the presentation views certain processes in the EU from two-speed angle:
1) the inter-institutional balance; 2) the agenda-setting role of the European Council; 3) the membership of the European Council; 4) the role and functions of the President of the European Council; 5) the relation between the President of the European Council and the High Representative of the Union for Foreign Affairs and Security Policy; 6) The relation between the President of the European Council and single Member States of the EU; 7) the relation between the European Council and the supranational institutions (cooperation or competition?); 8) the relation between the President of the European Council and the rotating Presidency of the Council of the EU; 9) other inner and external EU processes.
Although important are administrative and judicial accountability, the presentation concludes with looking at political accountability in the EU from two-speed angle.
