Abstract

The Low-Income Housing Tax Credit (LIHTC) program grants U.S. states wide latitude in distributing billions of dollars in tax credits to private developers who build or rehabilitate rental housing for low- and moderate-income households. This paper applies theories of distributive politics to assess whether state officials strategically target tax credits to geographic constituencies favorable to the governing political party.
