Abstract

Inspectors from the Organisation for the Prohibition of Chemical Weapons (OPCW) arrived in Syria today, following a unanimous Security Council resolution last week brokered by Russia. The United States has stepped back from the brink of an illegal attack. A victory for international law? Not quite.
