Abstract

This paper reviews the institutional framework on disability and employment in India. Our primary aim is to examine the impact of an important piece of legislation namely the persons with disability (PWD) Act, and various government programs that are designed to promote employment among PWD. Our review suggests that while existing policies are the initial steps in the right direction, they are unlikely to have any substantial impact on the employment rates of PWDs and that policy changes are needed.
