Abstract

We respond to Dr. Wheeldon's rebuttal of "No Discretion" that the true parliamentarist desires a limited Crown rather than an activist viceroy because ultimately the House of Commons and the electorate -- not the governor general -- ought to judge the audacity of a prime minister.
