Abstract

This paper argues that public administration, just like any of the other social sciences, has stated from its origin the epistemological problems regarding its disciplinary condition. Ever since, its scientific statute has lived with the same objections as its sister disciplines. I show that epistemological problems have been systematically treated in the discipline though the formulation of clear and rigorous principles. These principles constitute the very foundation that originated a well-defined body of knowledge in Public Administration that is in ongoing development.
