Abstract

Romanian Abstract: Pe data de 1 noiembrie 2013, procedura de codecizie va sărbători a 20-a aniversare. În 2013, anul european al cetăţenilor, aniversarea procedurii care a consolidat legitimitatea democratică a instituţiilor europene şi care, de la intrarea în vigoare a Tratatului de la Lisabona, a devenit procedura legislativă ordinară nu putea fi trecută cu vederea. În acestcontext, lucrarea încearcă să evidenţieze principalele etape în dezvoltarea procedurii şi de a evalua performanţa acesteia de-a lungul anilor, prin selectarea unor indicatori cantitativi şi calitativi. Cu un procent general aproximativ de 89% dosare încheiate, 10%, dosare caduce sau retrase şi doar 0,5% dosare respinse, procedura de codecizie funcţionează foarte bine. De la o legislatură la alta, timpul de decizie a fost în mod constant redus cu câştiguri ulterioare consistente în termeni de eficienţă. Nici modificările tratatelor, nici extinderilenu au împiedicat buna funcţionare a acesteia. Chiar mai mult, procedura a fost mai bine conectată la cetăţenii europeni. Astfel, din punct de vedere sectorial, procedurile legislative au integrat nevoile concrete ale europenilor, cea mai activă comisie a Parlamentului European, din punctul de vedere al codeciziei fiind, de-a lungul anilor, Comisia pentru mediu, sănătate publică şi siguranţă alimentară urmată, la jumătatea legislaturii actuale, de Comisia pentru afaceri economice şi monetare.

English Abstract: On the 1st of November 2013, the codecision procedure will celebrate its 20th anniversary. In 2013, the European Year of Citizens, the celebration of the procedure which consolidated the democratic legitimacy of the European institutions and which, since the entry into force of the Lisbon Treaty, has become the ordinary legislative procedure could not be overlooked. In this context, the paper tries to highlight the main stages in the development of the procedure and to assess its performance over the years by selecting some quantitative and qualitative indicators. With an overall average percentage of 89% completed files, 10% lapsed or withdrawn files and only 0,5% rejected files, the codecision procedure has functioned very well. From one legislature to another, the decisional time has been constantly reduced with subsequent consistent gains in terms of efficiency. Neither the modifications of the treaties, nor the enlargements hindered its proper functioning. Even more, the procedure has been better connected to the European citizens. Thus, from a sectoral point of view, the legislative procedures have echoed the concrete needs of the Europeans, the most codecision active Committee of the European Parliament being, over the years, the Environment, Public Health and Food Safety Committee followed, at the mid-term of the present legislature, by the Economic and Monetary Affairs Committee.
