Abstract
Three mistakes are plaguing marijuana tax administration: Collecting late, taxing manipulable price, and tying lawmakers' hands. While a prominent California initiative makes all three mistakes, proposals in Alaska, Maine, Maryland, New York, and Rhode Island avoid them all.
