Abstract
This paper focuses on the Juvenile Justice System and the Diversion program established in Puerto Rico. It analyzes whether the system and program takes into account the needs of the minors that come into contact with the system. Converting the system and program into one, which can be considered as therapeutic or anti-therapeutic. It further discusses different countries that have implemented a therapeutic juvenile justice system to focus on the needs of the minors.
